Om tillväxt och klimat

Debatten om hur man ska få hjulen att snurra och den ekonomiska tillväxten att öka igen påverkar de flesta pågående EU-förhandlingar. Inför miljöministermötet 11 juni höjs nu temperaturen inför den planerade diskussionen om kommissionens senaste klimatrapport om förutsättningarna för EU att gå till -30% (se även tidigare blogg).

Många medlemsstater är tyvärr skeptiska till att göra mer på klimatområdet - trots många övertygande och rationella argument som talar för en högre ambitionsgrad. Dessa länder verkar istället föredra att skydda sin gamla ineffektiva industri.

Fortfarande hörs också argumentet att EU ensamt inte kan klara tvågradersmålet, oavsett hur ambitiösa utsläpssmål vi sätter upp. Det stämmer givetvis att alla stora utsläppsnationer måste bidra, men det som KOM visar är att det oavsett detta finns ett rent egenintresse för EU att gå till 30% eftersom det stimulerar övergången till en ny och effektivare "grön" ekonomi. Vilket förbättrar förutsättningarna att komma ur krisen. Dessutom finns det mycket som talar för att en sådan strategi faktiskt skulle kunna övertyga andra parter att göra likaledes. EU utgör redan något av en referenspunkt för många andra länders ekonomiska strategiska beslut.

Det är stor skillnad på EUs förhandlingsstrategi inför Köpenhamn - "vi ökar vår ambitionsgrad om också andra gör det" och "vi ökar våra klimatambitioner oavsett vad andra parter gör, eftersom det är bra för ekonomin". Därför skulle ett sådant stratgiskt beslut inom EU sannolikt påverka både USA och Kina i srätt riktning.
För dem som fortfarande tror att en tillbakagång till det som har varit löser våra ekonomiska problem (än mindre klimatproblemen), kan följande citat vara tankeväckande:

"We will find neither national purpose nor personal satisfaction in a mere continuation of economic progress, in an endless amassing of worldly goods. We cannot measure national spirit by the Dow Jones Average, nor national achievement by the Gross National Product.

For the Gross National Product includes air pollution, and ambulances to clear our highways from carnage. It counts special locks for our doors and jails for the people who break them. The Gross National Product includes the destruction of the redwoods and the death of Lake Superior. It grows with the production of napalm and missles and nuclear warheads. It includes the broadcasting of television programs which glorify violence to sell goods to our children.

And if the Gross National Product includes all this, there is much that it does not comprehend. It does not allow for the health of our families, the quality of their education, or the joy of their play. It is indifferent to the decency of our factories and the safety of our streets alike. It does not include the beauty of our poetry, or the strength of our marriages, the intelligence of our public debate or the integrity of our public officials.

The Gross National Product measures neither our wit nor our courage, neither our wisdom nor our learning, neither our compassion nor our devotion to our country. It measures everything, in short, except that which makes life worthwhile, and it can tell us everything about America -- except whether we are proud to be Americans."
